[About.com Golf] The event will be a full-field, 72-hole tournament with a purse of $1.3 million. Probably best not to read too much into this announcement, but that purse size might be a sign that the post-Carolyn Bivens LPGA leadership is now willing to accept, in the current economic climate, the lower-tier purses that Bivens was hired to increase or replace.

As you say, Bivens secured many lucrative deals in her tenure (and increased available child care and health benefits for players, among other things).
